I'll answer this for everyone, in case others are having the same problem:

The URL for the online syllabus was listed on the printed syllabus that
I handed out last week, namely:

From there, you can also access the Directory of Documents:
http://www.cse.buffalo.edu/~rapaport/719/directory.html

and the Email Archive:  http://www.cse.buffalo.edu/~rapaport/719/EMAIL/

Other documents, such as the bibliography, the Descartes webpage, the
Neuroscience webpage that has the animations, etc., can be accessed
from the Directory of Documents.
